Time to Leave International PISA Testing

February began with Progressive Policy Institute and The 74 teaming up for a Webinar on PISA math test results, declaring “Historically Underperforming PISA Scores are a Call to Action”. 

Dr. Yong Zhao, Foundation Distinguished Professor of Education at University of Kansas and among his many accolades, an appointed Professor of Educational Leadership at University of Melbourne, has a different view, stating:

“Since 2000, our scores on PISA have barely changed. While there’s much chatter about learning from other systems, it has not happened. There is no reason that the U.S. should continue its participation in PISA.”

Zhao sees standardized testing as undermining student creativity. PISA tests stress cognitive skills while noncognitive skills are more related to creativity and entrepreneurship. His book, Who’s Afraid of the Big Bad Dragon, describes how in 605 AD the Chinese government developed a testing system known as “keju” to select people for prestigious government positions. That system is now blamed for stifling creativity and scientific development. When westerners showed up in their ships, guided by compasses and using gunpowder, both invented in china, the Chinese could not defend themselves. Zhao writes, “In fact, the keju system has been held responsible for the decline of the Chinese empire.” (Big Bad Dragon page 35)

PISA 2022 Testing Results

A quick peek at PISA’s data presentation reveals average scores in everything have gone the wrong direction since bankers from the Organization of Economic Co-operation and Development (OECD) got involved. Furthermore, their baseless use of translating test scores into time is fraudulent.

Why would anyone pay attention to their views on education?

Progressive Policy Institute

Going into the 1984 Democratic convention, several politicians, not happy with the party’s direction, met in a San Francisco hotel room but did not take action. After Walter Mondale’s thumping by Ronald Reagan, the Democratic Leadership Council (DLC) was created based on a plan developed by Al From who believed that being independent from the Democratic Party would allow them to be more “entrepreneurial”. Current PPI Director, Will Marshall, was hired to be policy director (Left Behind Pages 43-45).

To drive their policy strategy, From and Marshall decided to establish a think tank. Seeing the way Heritage Foundation, American Enterprise Institute and Cato Institute had driven the conservative revolution in the 1970s and 1980s, they created a new idea-generating center called Progressive Policy Institute (PPI) (Left Behind Pages 112-113).

Early on, PPI came out with articles opposing minimum wages which many people saw as anti-union. Later, a PPI fellow, David Osborne, famously campaigned for an entrepreneurial government to meld public and private to maximize productivity and effectiveness. Lily Geismer said, “Osborne developed these ideas into a book cowritten with Ted Gaebler, called Reinventing Government: How the Entrepreneurial Spirit Is Transforming the Public Sector; which was released in 1992” (Left Behind Page 117).

Geismer continued:

“Under Osborne’s guidance, the DLC became one of the first political organizations to explore charter schools as a means of improving public education. Charters, along with the other programs, became a critical part of the new approach that DLC promised it would provide as the nation was starting a new decade.” (Left Behind Page 118)

It is no surprise to see PPI joining with The 74 to trash public education. Their “third way” agenda has a lot in common with the GOP driven school choice and anti-labor agenda.

For this Webinar, the PPI expert panel included Dr. Peggy G. Carr, Commissioner of the National Center for Education Statistics (NCES) in the U.S. Department of Education, Andreas Schleicher, Director of the Directorate of Education and Skills at the OECD and Jonathan A. Supovitz, Professor in charge of Organizations, Leadership, and Systems Division at University of Pennsylvania, Graduate School of Education. The moderator was PPI’s Tressa Pankovits, Co-Director of Reinventing America’s Schools.

Peggy Carr served in NCES for more than 20 years before Biden appointed her Commissioner. She is undoubtedly a gifted mathematician but knows little about America’s classrooms. Carr recently made headlines when the charter school she founded, Children’s Village Academy in North Carolina, was charged with paying exorbitant interest rates on a 15-year old loan she gave the school.

Andreas Schleicher is a fine mathematician but, just like Peggy Carr, he knows nothing about good education. His personal PISA involvement blinds him to how little value standardized testing is for evaluating student learning.

I really don’t want to say anything mean about moderator Tressa Pankovits because she is a fellow Aztec, unfortunately her resume reveals no training or experience as an educator. Still she is PPI’s “Co-Director of Reinventing America’s Schools, which researches innovations needed to create a 21st century model for public education that is geared to the knowledge economy.” It is hard to understand how her background qualifies for the position. Before she got this job she worked 10 years for Paul Vallas who hurt public schools in Chicago, Philadelphia, New Orleans and Bridgeport. He also has no training or experience as an educator.

The only educator in this group is Jonathan A. Supovitz. His values look shaky, based on the company he keeps.

PISA and the OECD

OECD was formed in 1961 as a follow-on to the Marshall plan, run by bankers and economists. Market Business states:

“All OECD member states claim to be market economies that are committed to democracy. The organization says it provides a platform where they:

  • Share and compare policy experiences.
  • Identify good practices.
  • Coordinate members’ international and domestic policies.
  • Seek answers to common problems.”

In 2014, German writers, Sija Graupe and Jochen Krautz, wrote “From Yardstick to Hegemony”, using OECD documents:

“The OECD Conference documentation of 1961 declares unequivocally: ‘It goes without saying that the educational system must be an aggregate of the economy, it is just as necessary to prepare people for the economy as real assets and machines. The educational system is now equal to highways, steel works and chemical fertilizers’”.

“What this unrealistic worldview setting in turn impedes is any critique or will to change because rather than being understood by the public as a theoretical construct it is, according to the neoliberal economist August Hayek, accepted by most as an immediately evident truth. Whether they are true or false, economic theories and all assessments based on these (such as PISA) determine reality. … As long as people believe having more PISA points is better than less in order to be successful economically they will, of course, do everything they can to acquire more. Education is then forced to uncritically yield to the pressure of comparative assessment, even if it is based on pure assertion.”

The meaningfulness of PISA testing results are pure assertion based on bad science.

Noel Wilson’s famous 1997 peer-reviewed thesis, Educational Standards and the Problem of Error fundamentally states the error involved in educational testing is so great that validity is compromised. In other words, standardized tests are not refined enough to make more than generalizations and are bunk for measuring learning or teaching.

Yong Zhao shared research showing an inverse relationship between test scores and economic development:

“In fact, a correlational analysis done in 2007 showed a negative correlation between international test scores and economic development (Baker, 2007). That is, countries with higher scores in the first international study did worse than countries with lower scores.” 

Because America does not filter students from the academic system before high school, tested populations do not compare well internationally. However, since 2010, in the yearly International Math Olympiad, the USA team has come in first four times and never finished lower than fourth … out of over 100 entrants.

So why are we still bothering with meaningless PISA exams???

My First NPE Conference Revisited

I traveled from San Diego to Chicago’s famous Drake Hotel for the Network for Public Education (NPE) conference in 2015. Karen Lewis, President of the Chicago Teachers’ Union and her union hosted the event and leaders of the National teachers unions, Lily Eskelsen García from the National Education Association and Randi Weingarten of the American Federation of Teachers were present.

Scholar author, Yong Zhao, was the day-one keynote speaker.

At the hotel early Friday evening, Anthony Cody, co-founder of NPE, standing on the entry stairs, greeted new arrivals. This tall man had developed a reputation as a renowned champion for public education. Steve Singer from Pennsylvania and T.C. Weber from Tennessee arrived right after me and I knew it was going to be special.

Karen Lewis was fresh-off leading a stunning victory by the Chicago teachers’ union. She had been planning to run for Mayor of Chicago but unfortunately was diagnosed with brain cancer. With her amazingly big heart, for the next several years, we communicated by telephone. It was stunning how she always had time for me even when sick. I miss her.

Day One

Next morning at breakfast, I met Professor Larry Lawrence, a lifelong education professional and friend of public education who just happens to live 20-miles up old Highway 101 from me. We became quite close. I wrote about Larry in my post, Breakfast with Professor Lawrence, laying out some of his awesome contributions to public education.

The first session kicked off with addresses by Chicago’s Jitu Brown and Newark student union leader, Tanisha Brown.

Jitu heads Journey for Justice and would become nationally recognized when he led a 34-day hunger strike, saving Chicago’s Dyett High School from Mayor Rahm Emanuel’s chopping block. He shared that once, a man from Chicago, claiming to be a community organizer, dipped his toe in the ocean and when it was cold, moved on. It was Barak Obama.

Tanisha Brown was part of a student movement to save Newark’s schools from being privatized and from, the authoritarian control of a former TFA member, Cami Anderson.

These two speakers got the conference off to a rousing start.

During graduate school at UCSD in 2001, I spent a lot of time looking at various reforms. Then, it meant improving education, not privatization. The work of Deborah Meyer particularly stood out. Her small class-size and student-centered efforts in both New York City and Boston were inspirational. Getting to meet her at this conference in Chicago was a special treat. She and her niece talked with me for almost an hour. NPE is one of the few places this could happen.

On the way to lunch, I encountered Annie Tan, a special education teacher, then working in Chicago. The tables were round and could seat more than 10 people. We found a table right next to the stage. It turned out that four people at our table were going to be holding the lunch-time discussion: Jennifer Berkshire, Julian Vasquez Heilig, Peter Greene and Jose Vilson.

Today, almost everyone in the fight to save public education knows Jennifer Berkshire but up until 2015, she was hiding her identity under the pseudonym, Edu-Shyster. Julian Vasquez Heilig is now the head of education at the University of Kentucky; then, he was a department chief at Sacramento State University in California. Peter Greene was a teacher blogger from rural Pennsylvania and known to some of us as the author of Crumuducation. Jose Vilson was a teacher blogger from New York City, with a large following. 

Also at the table was Adell Cothorne, the Noyes Elementary school principal, famous for exposing Michelle Rhee’s DC cheating scandal.

I will always appreciate Annie Tan, leading me up to that table. It was interesting that Peter Greene, his wife, Jose Vilson and I all play the trombone. Everyone knows that trombone players are the coolest members of the band.

The main event was a presentation by Professor Yong Zhao. Everybody was impressed and highly entertained. He had just published Who’s Afraid of the Big Bad Dragon?: Why China Has the Best (and Worst) Education System in the World. His book and presentation thoroughly discredit standards and standards-based testing.

Zhao is a funny guy. In 2015, readiness was a big education issue for the billionaire boys club … readiness for college, high school and even kindergarten, were written about in all big money education publications.

He said kindergarten readiness should mean “kindergartens are ready for children.” What he wanted for his children was “out of my basement readiness” and shared a personal experience of being in a Los Angeles elevator with Kim Kardashian, observing she had “out of my basement readiness”!

Union Leaders

In 2015, Bill Gates spent lavishly to control the direction of public education, giving large handouts to education journalists, education schools and teachers unions, in support of his proposal for the national Common Core State Standards. Activists at the Chicago meeting wanted the teachers unions not to accept Gates money, the underlying issue facing Lily Eskelsen García and Randi Weingarten as they took the stage in the main room for a Q & A session moderated by Diane Ravitch.

Both García and Weingarten were excellent presenters, consummate professionals, who did not disappoint. Most of the hour, Ravitch asked questions about topics, like teacher tenure and the scurrilous attack on classroom teachers. Answers from both union leaders received big positive responses.

The last question of the day was about the unions taking donations from Bill Gates. García and Weingarten both swore that their unions would no longer accept his gifts. This was not entirely true but did lead to that outcome eventually.

I personally got a chance to speak with García about diversity, saying in southern Idaho where I grew up, it might have a larger percentage of Mormons than Utah. She joked that in the Salt Lake school district, where she taught, diversity meant there were some Presbyterians in the class. Lily was genuine and warm.

Some Thoughts on NPE

Be careful about your travel itinerary… had to leave before the conference ended to catch the flight home, not realizing how much time was needed to get to the airport … will not make that mistake again.

The next NPE conference will be my sixth. That first one in Chicago awakened me to the crucial efforts Diane Ravitch, Carol Burris and the NPE board are making.

NPE is our most important organization in America fighting to preserve public education, the foundation of democracy. When we meet in Washington DC October 28 and 29, some of America’s most brilliant educators and leaders will be sharing information and firming up plans for our country. I hope you can be there.

Remember, the way public education fares directly affects how American democracy fares.

My Network for Public Education Conference Experience

In 2014, the first Network for Public Education (NPE) Conference was held at Austin, Texas. My first conference was the following year in Chicago. That was the year after the late Karen Lewis and the Chicago teachers union decided enough is enough and stood strong against a host of privatizers and education profiteers. Their powerful teachers’ union victory sent ripples of hope to educators across America. That year, Diane Ravitch, Anthony Cody, Mercedes Schneider, Peter Greene, Jennifer Berkshire, Jose Vilson, Jan Resseger, Steven Singer and many other pro-public education activists started dominating social media.

NPE Chicago was held in the historic Drake hotel just up the street from Lake Michigan. When walking into the lobby, I was greeted by Anthony Cody the co-founder of NPE. Steve Singer from Pennsylvania and T.C. Weber from Tennessee arrived just after I did. During the conference, it seemed I met all of the leading education activists in America.

Particularly memorable was lunch the following day. I met Annie Tan for the first time in the hallway heading to lunch and she said let’s get a seat near the stage. So, I followed her to an upfront table. Turned out our table mates included Adell Cothorne the Noyes Elementary school principal famous for exposing Michelle Rhee’s DC cheating scandal. Jenifer Berkshire who had unmasked herself as the Edu-Shyster was also at the table. The Curmugducator, Peter Greene, and his wife were there as was well known education blogger and author Jose Vilson.

It strangely turned out that Greene, his wife, Vilson and I were all trombone players.  Of course, everyone knows that trombone players are the coolest members of the band.

A highlight of NPE 2015 was the entertaining hour long presentation by Yong Zhao. He is an internationally decorated professor of education. Zhao had just published Who’s Afraid of the Big Bad Dragon.

His presentation focused on the harm caused by standards and testing. He also made fun of the concept of being college ready and the recently broached kindergarten readiness. Zhou made the logical observation that it was schools that needed to be ready for children. He also shared what he wanted for his children was “out of my basement readiness.” Zhao claimed that on a recent trip to Los Angeles he met Kim Kardashian in an elevator. He observed that she clearly had “out of my basement readiness.”

NPE 2016 in Raleigh, North Carolina

We met in the spring for the 3rd NPE conference. There was some thought about cancelling in the wake of North Carolina passing anti-transgender bathroom legislation. I am glad we didn’t. Many disrespected North Carolina teachers came to our hotel in the large downtown convention center complex to report and be encouraged. It was a great venue and I met more amazing people who taught me a lot.

The Reverend William Barber’s poor people campaign was leading the fight against the kind of cruel legislation emanating from the capital building an easy walk up the street. Barber might be America’s most inspirational speaker. His keynote address fired up the conference.

A major highlight for me was meeting Andrea Gabor. She is a former staff writer and editor for both Businessweek and U.S. News ξ World Report and is currently the Bloomberg chair of business journalism at Baruch College. Gabor is also one of America’s leading experts on W. Edward Deming’s management theories which are credited with the rise of Toyota among other successes. She was there leading a workshop based on the research she did in New Orleans which eventually led to her 2018 book After the Education Wars; How Smart Schools Upend the Business of Reform.”

Gabor was an agnostic concerning charter schools when she went to New Orleans. Her experience there gave her insight into how damaging the privatization agenda had become. A New Orleans parent accompanying Gabor described how during her eighth-grade year she was in a class with 55-students. Their room was not air-conditioned and they were restricted to running the fan 10-minutes each hour to save on electrical costs. With the promise of never before seen large scale spending on schools in black communities, residents did not care about the governance structure. It was the first significant spending on education in their neighborhoods in living memory. Now, they have no public schools left and choice was turning out to mean the schools chose which students they want.

NPE 2017 in Oakland, California

In early fall, we gathered at the Marriot hotel in the Oakland flats. The first evening, smoke from the big Napa fire made being outside uncomfortable. That Friday night, KPFA radio hosted an event at a local high school featuring Diane Ravitch in conversation with Journey for Justice (J4J) leader, Jitu Brown. Two years earlier, Brown led the successful 34-day hunger strike to save Dyett High School from being shuttered by Chicago Mayor Rahm Emanuel. J4J, Bats, NEA, Black Lives Matter at School, AFT, Parents Across America and many other organizations had representative both attending and presenting in Oakland.

When leaving the inspiring session with Jitu and Diane, I ran into San Diego Superintendent of Schools, Cindy Marten. A San Diego teacher carpooling with me had what appeared to be a heated exchange with Marten. However, when Marten was appointed Deputy Secretary of Education by Joe Biden, that same teacher lauded her saying “don’t worry my Superintendent will take care of us.”

We were one of two conventions that weekend at the Marriott. The other was sponsored by the nascent California marijuana industry. When returning to my room in the evenings, the sweet smell of pot wafted down the hallways but as far as I know there were no free samples.

In the main hall, a Seattle kindergarten teacher, Susan DeFresne, put up a series of posters that covered all of one very long wall. Her artwork depicted the history of institutional racism in U.S. schools. Six months later Garn Press published this art in the book The History of Institutional Racism in U.S. Public Schools.

In Oakland, I saw a new younger leadership appearing. It is also where I met activists, school board members and researchers from Oakland who would become invaluable sources for my articles about the public schools they are fighting desperately to save.

One of our keynote speakers was a recipient of the 2017 MacArthur Genius award, Nicolle Hanna-Jones. Today everyone knows about her because of the 1619 Project.

NPE 2018 in Indianapolis, Indiana

Indianapolis was a trip into Mind Trust madness and home of the second most privatized public education system in America. Diane Ravitch jubilantly opened the conference declaring, “We are the resistance and we are winning!”

Famed Finish educator, Pasi Sahlberg, was one the first featured speakers. He labeled the worldwide business centric education privatization agenda the Global Education Reform Movement (GERM) and buttressed Ravitch’s declaration stating,

“You are making progress. The global situation is getting better.”

One of the most visible people at NPE 2018 was founding board member Phyllis Bush. She was dealing with the ravages of cancer and seemed determine not to let it slow her in the least. She had always shown me great consideration so the news of her demise not long after the conference was sad, but in the last years of her life she helped build NPE into a great force for protecting public education.

Last year, I was also saddened to learn that the women with the walker, Laura Chapman, had died. Her research into the forces attacking Cincinnati’s public schools and the spending nationally to privatize public schools made her a treasure. I really enjoyed our breakfast together in Indianapolis and will miss her.

There were many outstanding small group presentations at NPE 2018. One that I found personally helpful was put on by Darcie Cimarusti, Mercedes Schneider and Andrea Gabor. Darcie did significant research for the NPE report, Hijacked by Billionaires: How the Super Rich Buy Elections to Undermine Public Schools. In her presentation she demonstrated LittleSis a program she used for her research. It is a free database and orthographic mapping facility. LittleSis is viewed as the antidote to “Big Brother.” Gabor and Schneider shared how they search for non-profit tax forms and explained the differences between an IRS form 990 and form 990 PF, the forms non-profits must file.

Jitu Brown and the Journey for Justice (J4J) came to Indianapolis with a message:

“We are not fooled by the ‘illusion of school choice.’ The policies of the last twenty years, driven more by private interests than by concern for our children’s education, are devastating our neighborhoods and our democratic rights. Only by organizing locally and coming together nationally will we build the power we need to change local, state, and federal policy and win back our public schools.”

J4J shared their #WeChoose campaign consisting of seven pillars:

  1. A moratorium on school privatization.
  2. The creation of 10,000 community schools.
  3. End zero tolerance policies in public schools now. (Supports restorative justice)
  4. Conduct a national equity assessment.
  5. Stop the attack on black teachers. (In 9 major cities impacted by school privatization there has been a rapid decline in the number of black teachers.)
  6. End state takeovers, appointed school boards and mayoral control.
  7. Eliminate the over-reliance on standardized tests in public schools.

Jitu Brown introduced Sunday morning’s keynote speaker, Jesse Hagopian, as “a freedom fighter who happens to be a teacher.”

In his address, Hagopian listed three demands: (1) End zero tolerance discipline and replace it with restorative justice; (2) Hire more black teachers (he noted there are 26,000 less black teachers since 2010) and (3) Teach ethnic studies including black history.

For me personally, I had the opportunity to cultivate deeper friendships with the many wonderful individuals who I first met at NPE Chicago. That included once again speaking with my personal heroine and friend, Diane Ravitch.

#NPE2022PHILLY

I am excited about seeing everyone in Philadelphia, making new friends and igniting a new wave of resistance to billionaire financed efforts aimed at destroying public education.

COVID-19 interrupted our 2020 plan to meet in Philadelphia and interrupted us twice in 2021. This year we will finally have what promises to be a joyful rejuvenation for the resistance.
